Should Obama decline it, it would even be a better scripted effort on the part of the COMMITTEE. I can write the speech for him. I can elaborate on the Pakistani UAV attacks killing the children, the escalation of the fake war in Afghanistan, the continuation of rendition and torture and the delay of troop withdrawal in Iraq and closure of Guantanamo and work my way down.

As most of COTO knows, the payoff prize is generally given to one preemptively for public relation purposes either before or after they make some very bad decisions.
